At a meeting of the Board of Directors of The Brookland Club, Inc. held on October 14, 2022, the following Rules and Regulations of the Brookland Club, Inc. were adopted via unanimous vote. This Board action is consistent with The Brookland Club, Inc. By-Laws, Article IV, Section 1D whereby the Board is empowered “to establish and enforce Rules and Regulations…” these Rules and Regulations are effective immediately and supersede any and all prior Rules and Regulations booklets.

EXTENTION OF CLUB/MEMBERSHIP
PRIVILEGES TO RELATIVES AND GUESTS
Spouse
A Member’s spouse is entitled to all the rights and privileges of the Club that the member has, except the right to vote and the right to attend meetings. Members are responsible for the conduct of their spouse and the adherence of the spouse to all Brookland Club Rules and Policies. These privileges include hunting and fishing privileges without the purchase of guest buttons for a member’s spouse.
Children and Grandchildren
A member is permitted to bring his/her children and/or grandchildren, 18 years of age and younger. (21 years of age and younger if they reside with a member) to fish and/or hunt with the member without purchasing guest buttons. A Member’s children and grandchildren shall not be permitted to hunt or fish on the club’s property or the club’s leased property unless the member is also present on the club’s property, the clubs leased property, or at their camp, or home which must be in the vicinity of the club’s property. Members are responsible for the conduct of their children and grandchildren and the adherence of the children and grandchildren to all club rules and policies.
Guests
With the exception of hunting and fishing privileges, a member is permitted to extend other privileges, of the club to any person or persons he or she may choose. All guests will be subject to policies and conditions as set forth by the Board of Directors. No Guest shall be afforded club privileges unless their sponsoring member is present on the club’s property, or the clubs leased property. Members are responsible for the conduct of their guest and the adherence of their guest to all club rules and policies. All children twelve years old and younger must be always accompanied by a member or a member’s spouse. See the guest button policy which covers extended hunting and fishing privileges to guests.
Member & Guests Identification
Members and members’ guests using the Brookland Club property or Brookland Club leased property for hunting, fishing, 4-wheeling, and/or any other activity, must stop and identify themselves when requested to do so by any member of the Brookland Club.
Compliance with Pennsylvania Fish and Game Laws
All members and guests must comply with Pennsylvania Fish and Game Laws. Any member convicted of violation of these laws while hunting and/or fishing on Club property or Club leased properties, is subject to discipline by the Brookland Club Board of Directors.
Dicipline of Members
Brookland Club members are subject to disciplinary actions for noncompliance or violations of the Brookland Club By-Laws and Rules and Regulations as outlined in the penalties section of these rules and regulations and/or By-Laws.
Dicipline of Non-Members
The President of the Board of Directors must be notified of any violations and/or legal charges brought against non-members for trespassing and/or violation of Brookland Club By-Laws and Rules and Regulations. Members will receive the full backing of the Board of Directors when enforcing the Club’s By-Laws and Rules and Regulations.
Tree Stands on Club Property
Each member and each guest (hunting with a valid guest button) are permitted to have a maximum of 3 tree stands/hunting blinds each on club or leased property. Each tree stand/hunting blind must be clearly marked with the member’s and guest’s first and last name. Any stands/blinds not clearly identified will be removed and held for a reasonable period inside the Club’s garage. If unclaimed within a reasonable period of time, the stand/blind will be disposed of in whatever manner the Board deems appropriate. Any member found in violation of the 3 stand/blind limit shall be subject to discipline at sole discretion of the Board.
Disposal of Garbage
No member or any member of their family or guests shall be permitted to deposit any garbage or other deleterious material whatsoever within the Club property or leased property. Individuals will be charged for clean-up in addition to a penalty.
Campground
All campground fees and assessments will be reviewed annually by the Campground Committee. Any changes in such fees or assessments will be approved by the BOD. Seasonal campsites are for members only and limited to one per household. No permanent trailers of any type are permitted. All campsite maintenance (mowing, trimming, etc.) is the responsibility of the member. It is also the member’s responsibility to maintain their RV in a habitable condition. A member must be present when their site is being utilized. All pets must be leashed at all times and prompt cleaning-up of their waste is required. The member is responsible for the conduct of their children, guests and pets at all times. If an RV is unoccupied for a period greater than 24hrs all heat or AC must be turned off. Quiet hours are 11pm to 7am. Please be respectful of your fellow campers. It is the intent to turn on the water in the campground opening weekend of trout and turning it off in the middle of October, dependent upon the weather. ATV trailers that are kept on a campsite must be removed at the end of October. Any site improvements, modifications or structures must be submitted in writing to the Campground Committee and approved by the BOD. Late fees will be assessed if payments are beyond the due date. Non-payment of campsite dues and/or late fees at the end of the season will result in forfeiture of the campsite. Please remember that all members and their guests are responsible for the care and upkeep of the campground. Please make the campground committee aware of any problem that should arise.
Guest Buttons
Guest buttons may be purchased solely by Brookland Club members. Guest Buttons belong to the Brookland Club member, not to the member’s guest. The Club offers two types of Guest Buttons, a one-hundred-dollar ($100.00) a year Guest Button for fishing only and a two-hundred -fifty dollar ($250.00) a year Guest Button for hunting only. A Guest Button for “fishing only” entitles the member to bring one guest along to fish with the member on the Club’s property or the Club’s leased property. A Guest Button for “hunting only” entitles the member to bring one guest along to hunt with the member on the Club’s property or the Club’s leased property. No guest, with a Guest Button, shall be allowed to hunt or fish on the Club’s property or the Club’s leased property unless the member who purchased the Guest Button is also present on the Club’s property, the Club’s leased property, or present at their camp or home which must be in the vicinity of the Club’s property. Members are responsible for the conduct of their guest and adherence of their guest to all Club rules and regulations. A Guest Button may be used by different guests at different times. If a member brings several guests at one time to hunt and/ or fish with the member, the member must purchase a Guest Button for each guest. Guest Buttons cannot be transferred from one member to another member. The cost of the guest Buttons is established by the Board of Directors. The Guest Button year starts September 1 and ends August 31st.
ATV’s
No persons shall operate an all-terrain vehicle on Brookland Club owned/leased property 1) in any careless way so as to endanger the person or property of another; and 2) while under the influence of alcohol or any controlled substance. ATVs are restricted to established railroad beds, trails and roads. All-terrain vehicles are restricted from the Club’s rifle range and within the streams of this Club. Members and guests should take care not to drive their ATV’s close to residential buildings/homes located on and near Brookland Club property. Any and all persons less than 18 years of age must ride with adult supervision present at all times. Any member and/or guest riding an ATV of any kind must have an appropriate year’s club ATV sticker prominently displayed on the vehicle. One member sticker will be provided to each member along with their annual membership card and clubhouse key card. Additional stickers will be provided by the Club’s Secretary/Treasurer upon request, keeping issued number of stickers to 5 guest and 2 members. The board discourages members from riding in large groups greater than 10. All members have the right to politely stop any rider without the required sticker to question their right to be riding on club owned or leased property. Please report sticker number to any BOD if you observe reckless or improper behavior.
Riders should obey all speed limits on trails and access roads. Riding curfew for club and leased property is 11:00pm, except for predator hunting or retrieving previously downed game. All members and guests shall refrain from riding an ATV of any kind in any food plots or environmentally sensitive areas i.e. pipelines, wetlands, etc. Any Club sanctioned event such as the annual Poker Run would eliminate the group riding limitation of 10 riders per group.
Meeting Attendance by Non-Members
Non-members of the Brookland Club will not be permitted to attend Brookland Club monthly or annual meetings. Prospective members who have been invited to attend meetings by the Board of Directors will not be permitted to bring other non-members into Club meetings with them.
Facilities Usage
The Club Secretary will serve as a Calendar Events Chairperson to coordinate Club facilities usage.
Members must make prior arrangements with the Chairperson for facility usage. When the Clubhouse is being used for non-Brookland Club-sponsored activities, the Bar will be closed, and Club purchased beverages will not be made available to individuals using the facilities. If the Clubhouse is being reserved for exclusive use by a member, a non-refundable fee of $100.00 per day, plus a refundable $30.00 security deposit will be assessed.
The Brookland Club facility will not be used for commercial purposes. Once a rental is secured, a copy of the rental rules will be provided to the renter.
Children’s Pond
Members’ children, grandchildren, and guests twelve years of age and younger, are permitted to fish in the Children’s Pond. Each child may keep up to three (3) fish per day. The member must be present with their children, grandchildren, or guests at all times while the children are fishing in the Children’s Pond.
Annual Stockholder’s Meeting Reorganization Meeting
The annual meeting of Stockholders of the Brookland Club shall be held on the second Saturday in June at the Clubhouse at 663 Telescope Road, Ulysses, Potter County, Pennsylvania, at which time there shall be elected a Board of Directors as outlined in the Brookland Club By-Laws.
Following the annual meeting, the Board of Directors shall meet for the purpose of electing officers for the ensuing year.
Payment of Dues and Assessments
All dues and assessments are due by the Annual meeting. Any member of this Club failing to pay any and all assessments and annual dues made upon their share of capital stock by the Board of Directors will be subject to the actions detailed in Section 14 of the Brookland Club By-Laws.
Property Protection
It shall be the duty of the members to protect the streams and property owned or leased by the Club and to assist in the prosecution of all illegal fishing, hunting, or trespassing within Club property or leased properties.
Conduct Unbecoming of a Member
Any member not conducting themselves in a manner consistent with respectful behavior on Club grounds will be disciplined by the Board. Unacceptable behavior on Club grounds includes but is not limited to theft of Club property or the property of another, fighting, destruction of club property or the property of another, indecent exposure, lewd behavior, drunk or disorderly behavior or aggressive language/ behavior towards others.
Shooting Range Conduct
Any member or supervised guest using the Club’s shooting ranges shall conduct themselves in an appropriate manner. Shooting of any kind while under the influence of drugs or alcohol will not be tolerated. Any drugs or alcohol at the ranges will also not be tolerated. Any behavior deemed reckless or dangerous is equally unacceptable. No automatic weapons of any kind are permitted on Club shooting ranges. Return all club shooting supplies to range building after use. All posted rules at range must be followed.
Club Machinery and Equipment
Operation of club equipment and machinery is restricted to individuals as approved by the BOD. Any individuals operating the equipment must possess a valid State Driver’s License. Usage of Club equipment/machinery is restricted to Club owned/leased property. Careless/ reckless use or use by an unauthorized individual will result in BOD imposed penalties. Any damage to equipment must be reported to any BOD as soon as possible after the damage occurs.
Voluntary Termination of Membership
Any member joining the Club after 12/11/2015, with the exception of those on the waiting list with applications dated prior to this date, will be issued a restricted share of stock. In the event that a restricted share stockholder no longer desires to be a member and their spouse, child or grandchild does not wish to apply for membership or is not accepted for membership, the member should notify the Club secretary in writing of their desire to voluntarily terminate their membership. The Club would then pay the member a full and final sum of $500 for the surrendered membership. The surrendered membership would then be sold to the person at the top of the waiting list for $1000. These regulations do not apply to those memberships that are required and bound by deed covenants.
Election of Board of Directors
The Brookland Club will be using the double envelope system for election of the Board of Directors to ensure all voting will remain confidential. In accordance with club by-laws, Article IV, Section 2, Page 10, there will be three (3) directors elected in odd number years and four (4) directors elected in even number years. Any shareholder, officer or current board member wishing to run for a board position as spelled out in the by-laws must obtain a Board Nominee Form from the club secretary and submit it back to the Secretary by midnight on the Sunday after the February board meeting of that year. Any such shareholder must be a member in good standing. No two family members may serve on the board at the same time. At no time may a board member be financially compensated for work performed at the club or on behalf of the club. Any shareholder wishing to withdraw as a nominee must notify the secretary in writing as soon as possible, but at no time after the pulling of the names for placement on the ballot and/or making of the ballot.
The Secretary will prepare a mailing to be sent to all eligible shareholders which will include the Notice of Annual or Special Meeting, ballot, ballot envelope, along with any other materials and instructions so required by the club by-laws.
There will be an election committee (Tellers) made up of two (2) shareholders in good standing. At the June organizational BOD meeting the President will seek volunteers to serve on the election committee for that year. If insufficient volunteers are obtained, the President may appoint members to the committee. The names of the committee shall be recorded in the meeting minutes. This same committee will be utilized for matters (as defined in club by-laws) properly brought before the Annual Meeting or any special meeting during said year. A new election committee shall be selected each year, however the current members may again volunteer. No board member or any candidate shall serve on the Election Committee.
The Secretary shall provide the tellers with a list of eligible voters in alphabetical order in accordance with the by-laws, Article III, Section 9, Page 5.
In utilizing the double envelope system, all envelopes received via US Mail will be turned over to the tellers prior to the annual or special meeting. Using the return address information on the outer envelope, the tellers will then record the name of the voting member on the list of eligible voters that was provided by the Secretary. The tellers will then open the outer envelope, placing the inner envelope that is sealed and marked as a ballot envelope into a separate ballot depository. These ballot envelopes will not be opened until the day of the annual or special meeting. This process will keep total confidentiality in voting.
Any shareholder turning in their ballot at the annual or special meeting must follow the same above procedure and have a teller check off their name prior to placing their ballot envelope in the depository. The same will apply to any shareholder asking for a ballot at the annual or special meeting. Their name will be cross checked on the list to ensure no double voting occurs.
There must be no name or any other writing written on the ballot or ballot envelope. Doing so will make the ballot void and it will not be counted. There must only be one ballot per ballot envelope, having more than one in an envelope will again make the ballots void and they will not be counted.
Any shareholder may vote for as little as one nominee or up to the maximum number as designated for that year. This will also be stated in the ballot instructions.
The election committee will stay with all ballots and the ballot depository until the voting process is finalized. The committee will also maintain strict order at the polling area. Once the ballots are counted, the committee will report out the results of the election and such will be recorded in the minutes of the annual or special meeting.
After the completion of tabulation, the election committee shall seal all ballots in a large envelope, and sign across the seal. The envelope should be given immediately to the Secretary to maintain for one year.
Waiting List
When the current waiting list gets down to five members, a lottery drawing will be held at the next annual shareholder’s meeting to increase the list to twenty-five members. You must attend the annual meeting and place your name in the container for the drawing. You are not automatically entered into the lottery drawing.
Membership applications will be mailed out to those members being added to the waiting list.
You do not need to have an application submitted at the time of the lottery. However, when your name is in the top 5, you should have an application submitted at that time for consideration.
The member’s name goes on the waiting list. Applications received along with the $25 application fee from the person they are recommending for membership will be held by the club secretary until that person’s spot is open for membership consideration. The $25 payment is non-refundable and is processed at the time of application.
A member can withdraw the application of the person they are recommending at any time and submit another name for consideration. However, the $25 application fee is non-refundable.
The current fee for memberships via the waiting list is $1000, and $300 annual dues if applicable at the time of membership. These payments are due on the evening of the applicant’s acceptance into the Club.
If your spot as a member becomes eligible for consideration for membership and you have not yet submitted an application, you will be removed from the list. The opening will go to the first person who has submitted an application. You may enter the next lottery if so desired.
It is the sole responsibility of the member who is on the waiting list to know where they are on the list. The list is updated regularly and is always posted on the club house bulletin board.
If at any time your desire as a member to be on the waiting list changes, please inform the club secretary in writing so that the list can be updated.

In the absence of mitigating circumstances (as determined at the sole discretion of the Board of Directors), the following penalties will be imposed upon members of the Brookland Club, Inc for violations of the Clubs Rules and Regulations and or Violations of the Pennsylvania Fish and Game Laws that occur on the Clubs owned or leased premises.
Fish and Game Law Violations
First Offense: Suspension of Club hunting and fishing privileges for one year.
Second Offense: Permanent Revocations of Club Membership
Club Fish and Game Rules and Regulations
First Offense: Suspension of all Club privileges for one year
Second Offense: Permanent Revocations of Club membership
ATV Rules and Regulations
First Offense: Suspension of ATV riding privileges for 30 Days

Based on our open discussion at the November meeting. I felt compelled to clarify some basic guidelines during hunting season on Brookland club grounds. Based on the number of new members some of you may not be aware of the following items and perhaps longstanding members need a reminder as well. Brookland club maintains that all hunters obey state hunting regulations some of these that may need reviewed. The following is paraphrased from the state hunting regulations:
It is unlawful to have a loaded gun while operating a motor vehicle whether moving or stationary.
It is unlawful to carry a muzzleloader that has live charge and has the primer/flash powder in the firing mechanism while operating a motor vehicle whether moving or stationary.
It is unlawful to have a knocked bolt in a cocked crossbow while operating a motor vehicle whether moving or stationary.
Any member that is considered disabled is allowed to have a loaded weapon from a parked, engine off motor vehicle.
This will be further addressed next year in a distinct sticker color. It will be up to any Individual to show the club proof of this special license.
Any violations of these state regulations should be reported to the BOD by reporting the vehicle identification sticker. The BOD will address occurrences as outlined in our current rules and regulations booklet. The following are reminders:
There will be no riding or making of new trails on club property owned or leased.
There will no equestrian riding on club property owned or leased during hunting season
There should be no recreational riding during primary hunting days/seasons of Deer, Bear and Turkey. Recreational riding is defined as riding with no intent of hunting. (An example of this happened during archery season where a group of riders were playing music/ hollering/talking 1/2 hour before hunting hours ended. This is not acceptable). The Sundays not open to hunting can be utilized to ride. Use common sense if it is still hunting season and keep noise to a minimum.
Stay off food plots/clover fields.
Obey posted Cushing Hunt Club signage (except for picnic table vista) at all times.
No UTV’s are permitted past the state gate on the pipeline at any time.
All tree stands on club owned/leased property must be labeled with members name address and phone #
Below lists good common practices that all members and guest should observe during hunting season:
All motor vehicles should be used to transport you to and from your hunting area. In plain words anyone who is deemed to be road hunting should be turned into the BOD by vehicle identification sticker. The BOD will then handle each of these cases to determine if further actions are needed.
All members should refrain from driving 2 hours after hunting day begins and 2 hours prior to hunting day closes.
(Obviously there is exceptions to this courtesy, such as but not limited to: transporting game, forgotten equipment, work related or emergency situations). The intent is to avoid unnecessary vehicle sounds and usage during prime hunting times. This should make sense to all hunters/members.
Driving for hunting related activities will be permitted such as but not limited to moving of stand/checking trail camera or general scouting (again any of these activities should not be conducted in the first 2 hours or the last 2 hours)
There should be no hunting from another member’s tree stand unless they have received prior permission from the owner of the stand.
Stands could be better marked such as orange ribbon wrap at the tree or something that would make the stand locations more visible.
All members are issued Member buttons. Although not mandatory, I would encourage all members to wear their member button while hunting as this will help identify members/ guests while afoot. The club will look at offering member buttons to anyone who does not currently have one. These will not be mailed but made available at the annual meeting or subsequent member meetings.
